Conduit Technology Alleges Tether Froze $2.76 Million USDt Without Explanation

Cross-border payments platform Conduit Technology has filed a lawsuit against stablecoin issuer Tether, alleging that Tether froze approximately $2.76 million in USDt (USDT) held in Conduit’s digital treasury wallet in September 2025, without providing any justification. The complaint, lodged with the U.S. District Court for the Southern District of New York on Monday, asserts that Tether’s action was unlawful and has had a significant negative impact on Conduit’s business operations.

Conduit Technology’s Allegations and Legal Basis

In its legal filing, Conduit Technology stated that it began utilizing USDt as part of its digital treasury management strategy in May 2025. The company maintains that the entirety of the $2.76 million in USDt held within its designated wallet was frozen by Tether on September 24, 2025. Conduit vehemently argues that Tether possessed "no legal entitlement" and "no claim" to these funds, characterizing Tether’s action as an unauthorized seizure.

"The funds are unequivocally Conduit’s, but Tether has taken them and is denying Conduit access to them," the complaint reads. Conduit further emphasized its position, stating, "Tether is not allowed to take money from businesses just because they chose to store that money in Tether’s currency." This assertion directly challenges Tether’s authority to unilaterally freeze assets held on its platform, even if those assets are denominated in its stablecoin.

The lawsuit highlights a stark contrast between Conduit’s understanding of its asset ownership and Tether’s alleged actions. Conduit is seeking the immediate release of the frozen funds and potentially further damages related to the disruption of its business activities.

The Alleged Connection to a Brazilian Investigation

According to Conduit’s legal complaint, the freezing of its USDt holdings appears to be linked to an ongoing investigation by the Brazilian federal police. This investigation, which commenced in 2024, targets the financial intermediary Bull Intermediação de Negócios and a company identified as Onix.

Conduit alleges that Tether, "on its own initiative using its own criteria," identified Conduit’s treasury wallet as being connected to these Brazilian entities. Based on this self-determined link, Tether proceeded to freeze the $2.76 million in USDt. Conduit claims it was not directly involved in any illicit activities that would warrant such action and that its treasury wallet was being used for legitimate business purposes.

The company states that it has made repeated attempts to contact Tether and request the unfreezing of the funds. However, as of Monday, when the lawsuit was filed, the funds remained inaccessible, and Tether had not provided a satisfactory explanation or resolution. Cointelegraph reports that Tether did not immediately respond to requests for comment regarding the lawsuit.

Broader Context: Tether’s Role in Asset Freezing and Regulatory Scrutiny

This lawsuit against Tether is not an isolated incident. The stablecoin issuer has been involved in other high-profile cases where its assets have been frozen or seized, often in connection with investigations into illicit financial activities.

A Timeline of Related Events:

  • 2024: Brazilian federal police launch an investigation into Bull Intermediação de Negócios and Onix.
  • May 2025: Conduit Technology begins holding USDt in its digital treasury wallet.
  • September 24, 2025: Tether allegedly freezes $2.76 million in USDt belonging to Conduit Technology, citing a perceived link to the Brazilian investigation.
  • October 2025 (approximately): Two Thai nationals sue Tether, alleging the freezing of $42.4 million in USDt. This case is reportedly linked to a $61 million "pig butchering" scam.
  • February 2025 (of the previous year): A seizure warrant for USDt was issued in the Eastern District of North Carolina in relation to the pig butchering case.
  • Earlier in 2025: Tether announced its cooperation in freezing $550 million in USDT linked to Iran.

The Thai Lawsuit:

Just a month prior to Conduit’s filing, two Thai nationals initiated a separate lawsuit against Tether. They accused the company of freezing $42.4 million in USDt following what they described as an "informal request" from U.S. Homeland Security Investigations. These funds were allegedly part of a larger $61 million "pig butchering" scam, a sophisticated form of online fraud. A seizure warrant for USDt had been issued by the U.S. District Court for the Eastern District of North Carolina in February of the same year. This case highlights a pattern of Tether acting on external requests or internal assessments to freeze assets.

Tether’s Compliance Efforts:

Tether has publicly stated its commitment to combating illicit finance. In a separate announcement, the company indicated that it had assisted in freezing approximately $550 million in USDT that was linked to Iran earlier in the year. This suggests a proactive stance by Tether in responding to regulatory and law enforcement requests to block funds deemed to be involved in sanctions evasion or other illegal activities. However, the Conduit case raises questions about the process and transparency of such freezes when they affect legitimate businesses.

Implications and Analysis

The lawsuit filed by Conduit Technology brings to the forefront critical questions about the responsibilities and liabilities of stablecoin issuers, particularly when it comes to asset freezes.

Due Process and Transparency: Conduit’s central argument revolves around the lack of explanation and justification for the freeze. This suggests a potential deficiency in Tether’s internal procedures for freezing assets. For businesses relying on stablecoins for treasury management and cross-border transactions, the ability to access their funds is paramount. An unexplained freeze, especially one that significantly impacts operations, can have severe consequences.

Tether’s Role as a Financial Intermediary: While Tether aims to be a stable and reliable digital currency, its actions in freezing assets place it in a quasi-financial intermediary role. This position often comes with obligations related to due process, clear communication, and adherence to legal frameworks governing asset freezes. Conduit’s lawsuit implies that Tether may be overstepping its authority or operating with insufficient oversight in these matters.

The Challenge of "Tied" Assets: The lawsuit also underscores the inherent challenges in tracing and freezing assets within the cryptocurrency ecosystem, especially when those assets are held by third-party custodians like Tether. While investigations into financial crime are crucial, the risk of collateral damage to legitimate users and businesses is significant. Conduit’s claim that Tether acted "on its own initiative using its own criteria" suggests that the criteria for freezing assets might be broad or inconsistently applied, potentially leading to unintended consequences for compliant users.

Regulatory Uncertainty: The cryptocurrency space continues to navigate a complex and evolving regulatory landscape. Cases like this highlight the need for clear guidelines and regulations surrounding asset freezes, particularly concerning stablecoins. The lack of definitive regulatory frameworks can leave both users and issuers in a state of uncertainty regarding their rights and responsibilities.

Impact on Stablecoin Adoption: The ability of stablecoin issuers to unilaterally freeze assets, even if connected to investigations, could potentially erode trust among institutional and retail users. For widespread adoption of stablecoins as a legitimate financial tool, users need assurance that their funds are secure and accessible, subject only to due legal process.

Conduit’s Path Forward

Conduit Technology’s legal action aims to reclaim its frozen funds and establish a precedent regarding the rights of businesses that use stablecoins. The outcome of this lawsuit could have significant implications for how stablecoin issuers interact with their users and respond to external pressures or internal assessments regarding asset freezes. As the case progresses through the U.S. District Court for the Southern District of New York, the public and the cryptocurrency industry will be closely watching for developments that could shape the future of stablecoin regulation and user protection.
